Payment method problem with paypal

For the second time this week, I tried to make a purchase from England using the Ebay Global Shipping Program. My shipping address is in the USA. I've had no problems prior to this, with payments made using paypal as recent as a few weeks ago.

However, this time I'm getting this strange message.

'Something went wrong with this payment method. Please try again, or select a different payment method.'

Can anyone explain what the problem is? It's not my credit card, as a payment made to a US seller went through just fine.

Due to a variety of regulatory issues, including US tariff policy Ebay Global Shipping is blocking many purchases for delivery to the US.

Thanks for the responses, they were very helpful. Both of my UK sources were totally unaware of it, and were delisting the items, then relisting them, hoping that would sort it out.
