Sri Lankan government laws forbid Paypal for incoming funds, so this may also be true for other processors that eBay are using now. My understanding is that individuals can not receive foreign funds. You will need to find out the laws in your country and what they allow in regard to this

If / when your government allows you to accept incoming foreign funds into your bank, you can enrol as a seller and provide bank details and proof of identity to eBay when they request it and they will put you into managed payments, without this you will still not be able to be paid.
Just having a Payoneer account is not going to help you as Payoneer is simply the money processor eBay uses to transfer money to your bank account and does not work the way Paypal did to pass funds on to you

Last week, I tried to register for a Payoneer account, following eBay's links.
(I was notified that I must sign up with Payoneer, for Managed Payments. I'm in Japan.)
I found it impossible to sign up, however, since:
1) They required me to sign up using a Japanese smartphone
2) They only accept registered companies
Full company verification documents are required, with registered company address, list of directors, company bank account, etc.
They don't accept individuals.

Individuals can get Payoneer accounts for receiving payments. Perhaps this is because of your eBay account status -- do you have a business eBay account? They might need to match.
eBay is using Payoneer accounts to receive funds from managed payments in "select countries", which includes China, Japan, some sellers in New Zealand, and Sri Lanka (so far, as far as we know). For sellers in those countries, Managed Payments will be able to deposit your payments into your Payoneer account.

For Japan, they accept only a registered company.
It's explained on the Payoneer forum. Official Payoneer responder answered the queries.

The Payoneer forum is where it was confirmed that eBay members can only sign up for Payoneer if they are registered companies.
