Did you mean:

Did you ever notice?

The worse sales are,   The more issues and problems seem to occur?

Last night I get an INR for a $27.00 item that has tracking.  Problem is it's never been scanned

since it was dropped off at the USPS     That's media mail.

This AM I get a Payment dispute filed for a "Not recognized transaction"

It's a whole $7.99 sale to Canada.    No tracking so I really have no way to fight it.

Buyer is a regular customer and has never been a problem.   He's gotten himself

NARU and I can't contact him and ask what's up.

He even left me a positive feedback.

Re: Did you ever notice?

My buyer is also a seller.  (Or he was)      When he's purchased from me,  He's always

left me positive feedback.   2 of the disputes are transactions from November 2022

Time will tell, I guess.

Is this a credit card issuer allowing 11 months to file a chargeback?

From the message,    "The buyers payment institution"

Either Paypal or credit card,  I guess.

Makes one wonder just what the outer time limits of a chargeback might actually be? Depends on the bank I would suppose.

Perhaps buyer is dealing with identity theft and their CC is disputing a host of transactions automatically. If a bunch were with eBay, the number of disputes could have triggered NARU status.

Yep. This happened to me when my CC number was stolen-- my CC company automatically disputed all charges made within a certain timeframe, and I had to call them and go down the list of charges made and verify which ones were in fact made by me.

Re: Did you ever notice?

The 4 disputes I've received from this person go back to October 2022 and November 2022

           September 2023 and October 2023

And all 4 sales he gave me positive feedback.

I don't mind not recognized transaction. Means no return and no loss of money.
