To resume listing on eBay, you are required to update your account details now.

does this mean if someone buys something on my page the money will not go to paypel now or will ebay block the sales since theres no bank account on file or will the sales still go to paypel for a little longer

If they don't switch you over to MP, the payments will still go to Pay Pal, until they remove your listings.
