Ive had this ebay account for at most a week looking for a item and just as i found it and wanted to proceed to purchasing, it says that theres a limit on my account. how do i fix this?

Did not receive item paid for with Pay Pal. Money out of account and now Ebay says they don't have a record of transaction on my account.
