Perhaps I did not explain that well enough. I do send offers to all watchers of an item. What I meant was that I send the offers to the 10 listings with the most watchers.

Thanks for your response. If I make an offer when there are 6 watchers and a week later there are 10 watchers, 4 of those have not seen the offer I made the original 6 watchers. Does that make sense?
