A buyer purchased an item from one of my listings and paid for it.
Buyer then emailed me and said that he and his wife are going on
vacation for two weeks and does not want the item sitting in his
mailbox until he gets back so he is asking me not to ship the item
until he is back home.
I am a TOP RATED SELLER PLUS and I do not want to create a problem
with my performance by not shipping within 1 day as per my requirements.
It is impossible to get an Ebay agent on the phone using the phone number
that I have (866-540-3229). Does anyone have a better number in order to
speak to an agent so that I don't get a strike on my account because of this
request from a buyer?
Perhaps the answer is to refund his money and relist the item when he gets
back home so he can purchase it again. Is this my only option?
Will I get a strike for cancelling the transaction and refunding his money?
This buyer has put me in a very uncomfortable position - any help or advice
would be greatly appreciated.

There is nothing to talk to eBay about. You ship on time, or get the "ding".
Doesn't want it sitting in the mailbox?
A PO box? Home delivery?
If a PO box, and it fits it will be scanned delivered, even if they pull accumulated mail to bundle as if it would not fit.
Either way the buyer should be putting their mail "on hold" if away for 2 weeks.

^^^ Bingo. Cancel the order, citing 'Buyer requested' and refund. You won't get a strike for that.
I'd let the buyer know what you're doing and the reason for it, before I take that tack. Your buyer should be thrilled.

@gsmcoins09 : That's the 100% best response to pass along to the buyer. Unless, of course, he's busy contacting everyone else who also might possibly decide to send him something in the next two weeks, to tell them not to bother. If so, he will be amazed to hear from you that the Post Office will actually hold his mail for him at no charge.

Here is my response...
"Thank you so much for your order! Unfortunately, I cannot hold the shipment of this order. Ebay requires I ship this within X business days. If you have arranged a vacation mail hold with your local post office, they will hold it for you along with your regular mail"

You could educate your buyer by asking him if he knows his PO will hold his mail for him per his request.

Right. In addition to the OP's reference to the item "sitting in [the buyer's] mailbox," browsing his recent sales shows that they're all being shipped via USPS First Class mail.
