I agree that it looks like International Bazaar. I question whether the
silver cap on top is original to the piece or a modification. Your
listing photos also show what appears to be glue residue on the bottom,
which could be from a modification that...

It's hard to tell from photos, but does the grape section connect into
the main part of the bottle? If it does, then this appears to be part of
an aerator function, but missing a piece.
