International Shipping Label Creation Fails Every Time on 2018-01-20 and later. Error Code: 64541

Each time I try to print an international postage mailing label for a First Class package shipping I get the same error message below.

"We're having trouble printing your label. We had a problem retrieving the label.

[Error: 64541-Content type Documents is only supported for First Class Mail International]"

eBay Support does not give much detail on the matter.  Agents and Supervisors tried to resort to canned responses over a few different calls.  They even attempted to push me off to PayPal support without any reason.

On a subsequent call I recevied a little more detail. By not much. Below is the eBay Support response when I asked them to create a ticket for tracking and send it to my eBay Messaging inbox.  An aside for this issue is even the creation of that eBay support ticket took several attempts before the agent was able to accomplish the request.

BTW.  It seems PayPal is also having the same issue when I try to print an international postage mailing label using PayPal shipping.  When the attempt is made on the PayPal site the process to print the label fails.   So eBay Support' attempt on one call to push me off to PayPal Support was a useless action on their part.

Perhaps the entire back end server platform both eBay and PayPal use to create international postage mailing labels has failed during on of their internal updates?

Anyone else seeing these issues on eBay and PayPal?

I personally feel about it this way:
A) There's only a discount via Ebay for shipping
B) The address information and tracking self populate, saving time
C) It's extremely convenient to print at home, then drop off, versus waiting in line
D) Most of the time, my P.O. doesn't have ANY of the documents at the tables, and I would
end up waiting in line just for that.

It's not just a "use a pen" issue here, but that is ALWAYS a sure-fire way to accomplish the goal of mailing on time.

That's fine and dandy if you have few or no listings to sell. Sorry but I  do and it all about time which I don't have enough of. I've did the pen before. Ebay offered this service I use to save time.  2 day been trying to use, wasted 30 minutes on hold for Paypal, few minutes each on hold for ebay, trying to print numerous times. Will be shipping through USPS site tomorrow.  My point is if this is a gitch, I've seen them before, That's ok. If not than I have to make a lot of changes (time).

If they do not get this fixed - They will Lose a lot More Sellers, I for One.. This is Not Right for a Company Such as eBay that depends on us sellers to use a Shipping method to provide product too Our Customers which generates Several Fee's to Keep them Growing - AND What is Crazy is to NOT be Able to Have the the Proper Folks in Place to Bite this in the Butt Like Yesterday is Not Good By Any Means ..... Sounds as though they are pass the Buck "SAD"

I have a serious issue with Ebay and the return shipping labels.  They do NOT include a JPEG or other image that I can copy to a thumb drive to print at the library, only an html page!  I did not have printing ability with Debian and had to install Ubuntu just to print the label.  What do people do that do not have a printer?  Not allowed to sell or buy on Ebay?  This is totally ridiculous, and I am more than not happy, it is a bit crazy that they can not send an image to be printed elsewhere.  If you all have suggestions for those without a printer, I'm all ears:)  Ty for any replies...

USPS is simply defeating the abuse of the system - they have a "package" First Class and "letter" First Class.  It's clear people were using the "letter" First Class to ship packages.

Just printed a first class international. All is well.
