Time Zone setting doesn't work.

Preferences Tab, Preference Options Sub Tab

Time Zone:  Eastern

I saved this weeks ago. 

Discussions are still stamped in Pacific Time.  I want to see them stamped in Eastern Time.

What have I done wrong?

It looks like you are correct, it seems to work on the thread level but not on the board level. We have opened up a ticket with Lithium to have them investigate. We'll keep you updated.
