Hey. I need help. I bought the product on eBay but did not receive it.
The seller attached a fake tracking number.We receive packages in Wilmington Delaver. And the seller sent the parcel to NewArc Delaver. We opened Case on the Ebay website, but did not manage to answer the question in time, as we were leaving the city and this case was closed. For some reason, we cannot appeal on the ebay website, even though I have such a right.
We ask you to sort this matter out because it’s a fraud. I can provide you with information about eBay account and PayPal account. The seller sent this package through the UPS website, but if we look at the details, we see that the package was delivered to a different address. You can see the history of the seller, he deceived not only me.
The problem is that I live in Kazakhstan and use the services of a shipping company located in Delaver.
I bought a Ryzen 9 3900X processor and waited 3 weeks. He did not send a tracking number. Then I opened Case on EBay and attached a tracking number.
I went to the UPS.COM website and it can be seen that the package was delivered to NewArc Delave (and was supposed to arrive at Wilmington Delaver), but for some reason - it didn’t bother anyone. This is a lot of money for me, and I just don’t know what to do now.

Hi everybody. A few days of torment behind. I was able to prove my case and PayPal took my side. Here I will write a solution that can help everyone who is in the same situation.
1). First of all, you need to write technical support for UPS (or another carrier) on the official Facebook page. Provide them with a tracking number and proof of transaction. In my case, a UPS specialist in a chat wrote that the tracking number that the fraudster attached to my package is not the tracking number from my package. After that, you need to take screenshots of the correspondence.
2). After that, you need to write to PayPal tech support on Twitter. I wrote to them on Facebook, but things went faster precisely on Twitter. It is necessary to describe your situation and provide evidence (correspondence with a UPS specialist) - this is quite enough.
3). After that, support on Twitter will suggest writing to you a special email address and indicate a unique code that will need to be attached in the letter.
4). Wait one day. After that a decision letter will come.
P.S. I hope my story will help you solve the problem with scammers who like to attach feck tracking numbers to your packages. Thanks to everyone who offered the solutions! Never give up!

Contact eBay through their FaceBook or Twitter pages- they should be able to help you appeal. Ask them to review the seller's history, as well.

Try filing a claim with Pay Pal and don't let it time out.

If you paid by credit card, try a chargeback on your card.

@freddy_felice Sorry this happened to you. I do suggest always looking at a sellers feedback before you buy. Not just the %, but what the feedback says.
Once you filed the case on paypal ebay can no longer help. If you had contacted ebay on social media to appeal the case then they might have been able to help you.
Your next step is to contact Paypal via Facebook or Twitter.
Be careful not to post any personal or financial information on these public forums. Wait for a Paypal employee to contact you offline before you share any personal information.

did you pay with a credit card thru PayPal?
if so, dispute the charge with your bank for reason item never received.

I spoke with support at UPS and they confirm that the tracking number does not belong to my shipment. However, they refuse to provide accurate information for security reasons and are now conducting their own investigation, which can take up to 8 business days. How long has this been going on ...

Yes, if your credit card is how you pay thru PayPal, then you can open a dispute with your credit card company.
Go to your bank to speak with a personal banker and bring all your documentation.
