Restrict Delivery to High Crime / Fraud Areas

Our account was just suspended because we will not deliver to certain areas we specified in the description portion of our listings.  These are areas in which we've experienced high INR, Returns ( Original Item Broken or Replaced) or AirBnb Renters Scamming at a Temp Address.  

We tried going through the eBay system but could not find a way to deny service to certain Zip Codes, States or Regions.  

Our description is extremely explicit and leaves no doubt about or restrictions so how is this any different then not selling to overseas countries?

Could you just insure the packages and increase the shipping costs to cover it?

It's the time wasted processing fraud.  Cheaper & easier to never go there at all but then eBay wouldn't get their cut because screwing seller is part of their business model.  12% fees to collect sales tax?  Screwing is the right word.
