I've had 2 separate people today message me to see if I will accept an offer
(why not just send an offer)
Anyway they're profile shows Mexico which I have excluded
I am assuming this is because they have their address set to somewhere in the US?

Yes, the Canada sales I mentioned I was charged the credit card fee as well
I very rarely let the customer keep the purchase.
I decided to go ahead and see what support would say about this, I'll post the transcript in a bit

Not going to post the whole thing, just an FYI in case any are interested
The upshot is they agreed with the fact that given my exclusions and site settings that it should have been blocked
They said they were forwarding it to Tech Support

Hang on @mreinsmith because that sounds like lip service. The buyer used an address in the US, correct? If that's the case then no, there is no way to block them based on country of registration. It comes down to the buyer's shipping address.

Yeah, and that international fee is unavoidable and a point of friction for sellers that are strict about not wanting to sell anything internationally as opposed to the only option we can control which is not shipping anything internationally.
CS was either clueless or gave you lip service. There was no tech error. Your blocks worked as you expected which blocked shipping direct to Mexico. Buyer had to use a US address to make the purchase.
