Does anyone have a working email of someone I can contact regarding managed payments? They "can't" verify the info on the 2 banks I've tried, and "can't" verify the additional documents I've provided. The chat button is grayed out, and any attempt I've made to find a "contact us" link takes me in circles without pointing me to a relevant email address.
I'm really sick of wasting my time trying to sign up for a "service" I don't want and am being forced to sign up for.

Go to the main help pages, type in Managed Payments, pick one of the topics, scroll to the bottom of the page for contact detail, request a call back.
You should get called back by an MP specialist (current wait time is 31 minutes).
I needed to do this a few days ago, instead of the call back I used the email option which promised a response in 48 hours. I got a reply in 53 hours which directly answered my question (related to registration) and solved my issue.

Thanks for the info. I was able to get in touch with them via chat. Unfortunately, they don't like either of my banks, and it's a continuous circle of "we can't verify" your info, and me sending info in. Again.

After finally getting my info verified, and multiple successful payouts, now I get notice of a failed payout. My info is exactly the same as it was for the payout I received yesterday. I HATE MANAGED PAYMENTS! Now there is no working contact link on ebay's help pages. I just want to receive my money, no hassles, no headaches - like with paypal.
