seller request I issue myself a return shipping label

I bought a watch, it was described as 44mm and it came under 30mm!

I requested a return, not as described, with photos.

The seller is refusing to issue  a return label, 

instead he asked me to issue myself one and it is paid by them?

 

How can I do that, if at all?

If you have started the return through eBay and the seller is not cooperating, after three business days you can ask eBay to step in.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

Have you opened and actual not as described return through eBay using the money back, or just communicated with the seller via messaging? The two are not the same.

I opened a not as described return through eBay, 

and included photos of the discrepancy between description and item received.

I then messaged the seller with more photos and explaining what the problem was, out of courtesy.

Then the seller refused to issue a return label and said

"You can request a prepaid return label in you acct"

Did the seller accept the return? Once that's been done there will not be an ask ebay to step in option. You will have to contact ebay customer service.  I suggest that you contact them via their ebay for business Facebook account. You can send a private message.  Do not buy your own label as there is no way for ebay to force the seller to repay you.

The seller had not accepted the return at the time.

I left a negative review and contacted ebay customer service.

The seller accepted the return and sent an "email" with 

a return label, that had wrong "sender" and "to" address.

I replied by ebay message, that he should never contact me by email again!

This morning he sent a corrected return label through ebay.

What some seller will do to scam buyers is just unbelievable!
