Wedgewood cup and saucer - cancel a bid please

I cannot find out how to cancela  bid that someone has placed on one of my auctions.  This person was told yesterday (who was under a separate ID that I do not sell outside the USA and I certainly don't sell to the Russian Federation. 

I relisted the cup and saucers and she has bid on one of my cups and saucers again with a different iD but still under the russian federation.  How do I cancel her bid and still leave my auction running...This is starting to cost me money help please

Give eBay a call they have helped me in the past.

There is a way to do it without calling them, but forgot how to do that

Cancel the listing and start it anew, with her blocked from bidding.
