contacting ebay on phone

I just bought an item with Pay Pal when paying Pay Pal showed I had $20 balance in my account I said to use it but when it showed my total amount paid the $20 wasnt used so I called Pay Pal they said it was taken out of my balance and balance is $00. Said to contact ebay, now I see ebay no longer wants calls from users.  Automated dont give me any choices to find my $20 . I will stop buying on ebay if I cant call and talk to a live person. Does anyone have a phone number?

ZERO  help from Ebay    ZERO   Now the send out invoices before seller and add their own shipping

cost.  The seller should have the shipping cost.....outrageous.   Invoice sent to China buyer. Ebay does not have a clue to actual shipping costs.  I thought EBAY  was only a "VENUE "  ....Now they are in "Global Shipping"  plus ,  dictating to sellers  without offering options.
