Unable to invoice pending donations - never had this issue in years of using my donation account

Recently I've been unable to pending donations so that I can pay them. When I select the items to invoice it doesnt give me an error and even allows me to hit the confirm button for the total amount. However nothing happens after I hit confirm. This issue has been going on for weeks, so far to troubleshoot I have:

- Logged in and out

- Tried a different browser

- Tried a different computer and mobile browser

- Attempted to invoice individually and grouped

No error messages and nothing in pending donations.
