I've never heard of bib holder, is it for a baby ?  And if so where would the middle clip go ? Do you have any idea of age? thanks for any info.

I have seen these referred to as a bib holder, a zipper pull and lingerie pins.  You can find examples of the three clips under each of thoses items.  Personally, I believe these to be a bib holder.  The clip in the middle would be clipped to a piece of your clothing in back to hold the bib securely in place, for example your collar.
