I dont get some packages, and i want to open dispute for ebay to back money. But i dont have this option. How i will be protected if i cant get my money back?

What does tracking show? Contact your seller first and if they won't help you can open a request in the Resolution Center after the last estimated delivery date has passed, and you have 30 days from that date to open a request. If this is an international shipment it can take extra time to arrive. Do not let the time to file a case expire. Do not close the case until it's resolved.

You won't be able to see the option to open a dispute until at least 1 day has passed after the "estimated delivery date" that eBay displays on your purhcase history. If the estimated delivery date has passed you can create a case (and call eBay if you need to), if it hasn't passed, you'll have to wait for it to pass before you can contact eBay and ask them to create a case.

I'm afraid more information is required for us to be able to offer any really helpful advice. Being that you are located outside of the US there is a possibility that the international shipment has encountered delays.
If the last day of the estimated delivery period has passed, you should have the ability to file an INR dispute the following day.
