Because the seller has been suspended, and the item listing is no longer available on eBay... if you paid via PayPal, open your PayPal account and initiate an Item Not Received case in their Resolution Center.

In the comment section, make sure you explain the seller has been suspended, & the item listing cancelled (pulled) by eBay.
