Final Value Fee on Shipping

What is this? I offered free shipping and paid for USPS Priority at the USPS site out of my own pocket.

Now I get hit with a $1.90 Final Value Fee on Shipping.

You didn't offer free shipping - you charged $19.00.  When the buyer paid that, you had to pay 10% FVF - which is $1.90.
