POP UP FOR EXCLUDED COUNTRIES AND AREAS NOT SHOWING ON POP UP TODAY,BLANK PAGE

Hi all..anyone have any idea why the pop up for excluded countries and areas are not showing on the pop up,it comes up blank when i click on it,did a bunch of listings yesterday no problems...today i cant exclude any countries.thanks all
