[USPS] Package went back and forth??? Have a look at the attachment, it's supposed to be in the UK

Can't sell an item on Ebay Ebay just says my card's "security number" odesn't work.. I've used that card to buy stuff on Ebay before. It's a top up card from Mastercad. Can anyone help me? Thanks
