Make an Offer =/= Buy It Now

If a seller has the 'Make an Offer' option yet refuses any offers below the full 'Buy It Now' price, I don't understand this, it's annoying... can this be reported somehow? To remove the 'Make an Offer' from items a seller refuses ALL offers for?
