Need Assistance Identifying Silver Mark

Can anyone help me identify the figural mark on this hallmark? It sort of looks like a torch, but not sure. Thanks for any help.

I'm pretty sure the HB stands for Henry Bailey of Boston who was a silversmith from late 1700's to early 1800's if that helps.

You are correct. It is (heavy) silver over copper. Bourne made several pieces featuring his technique at the 1872 exhibition in London. They are featured in their catalog along with my piece.

Silver over copper terminology means it is silverplate, which is very common, but that of course assumes that your resource is correct, and your research, accurate, which I cannot speak to.
