Is Ebay's USPS system down?

I cannot get postage - mailing labels printed.  I get a message system down.  Does Paypal give a postage discount?

I noticed Yesterday Usps was doing some updates and part of site was down, I too had a problem trying to pay and print label This morning .I printed the packing slip first and then it let me print label after that...just keep trying it was just sitting and spinning when I was trying to pay at first... But it did work.. Hope this helps..
