why is this thread different?

There are no "Reply" buttons.   There's an Answer button.

The thread is in the "Knowledge Base" category as opposed to the "Discussion" boards and the setup for answering question is different.

Thats the old "Answer Center" now known as the Knowledge Base. Its set up in Q&A format. Its where questions are asked and answered.
