Actually, your buyer requirements retain the default to yes eBay provided to you. See the last two on this page:

Normally, this function would result in the buyer being auto-billed so long as they comply with putting up a Payment Source in order to make that offer. All buyer IDs are in forced compliance at this time if you retain those settings to YES. However, this may discourage participation for buyers that DO pay, or want to combine shipping for multiple items. These requirements have basically disallowed that since each item is billed separately.
HOWEVER.
Be advised that over the last couple of weeks eBay has been making some changes to this practice that you should be aware of at this time. In many cases, depending on who knows what, buyers may not be auto-billed, and you will not get immediate payments anymore. If you have accepted offers recently, there is a good chance your buyer was never informed of your acceptance and just got a notice that THEY HAVE AN OFFER.
All this may change again tomorrow, as eBay is not providing any information.
