A seller is permitted to create multiple listings, and each listing can be associated with a different eBay category.
A seller is also permitted to create listings that are associated with multiple categories. However, each additional category is considered a "listing upgrade" that incur a separate insertion fee. And those additional insertion fees for the additional categories are not eligible for the free insertions you receive.
For example, if you get 200 free insertions each month and create 200 listings that each have a single category, you will consume all of your free insertions and pay $0 insertion fees.
But if you get 200 free insertions each month and create 100 listings that each have two categories, you will consume 100 of your free insertions and also pay for 100 insertions.
