Advanced Search Completed items and sold items category not working?

Tried to look up what an item sells for today and the Advanced Seach sold items category listings is not working, comes up with a message says "Site cant be reached" Anyone else having this problem? Problems with the site?

Since when does eBay allow buyers to cancel a purchase

Since when does eBay allow buyers to cancel an order AFTER they have paid? Additionally, they don't allow any negative feedback against that buyer for that cancellation to warn other sellers.
