Have you phoned Paypal customer service and spoken to someone outside of the US?  Any Paypal reps that I've spoken to are in the US. Perhaps I've been lucky??

Paypal is not like ebay.  Their cs are much more capable.  Everytime I have called I have spoken with someone who was courteous and extremely helpful.

I agree. I've always found the PP reps to be exelllent. Plus, like the first poster said, I always had their reps being from the US, or at least it sounds that way because there is never a problem understanding them. I haven't called paypal recently, though, so maybe I'm not up to date on whether or not they're CS has changed as of late.

I’ve spoken to many overseas and US reps on eBay and PayPal. Where they are from is irrelevant compared to their knowledge. That’s what I’ve learned.
