How Do You Open A Case When A Buyer Doesn't Pay These Days?

It is automatic now, should kick in on the 5th day of non payment I believe

If your settings before this change were to process UPIs manually- then the process is still manual for you. It's only automatic if you previously set up the UPI assistant to run things for you. Go here to read more and find out how to make your settings automatic-
