Can't Send Offers ...

Hi Everyone, I promote my items via ads when I list them, but I'd also like to send additional offers when I have a watcher (there's a tab that says "Send Offers" under "Manage Active Listings"). Whenever I try to do that the screen says I can't, and I should try another item, but none of my watched items allow me to send an offer). I can only send offers when eBay notifies me of eligible items (my screen will say that I have items that are eligible). I know of other sellers who can simply select an item (even if it is promoted) and they can send out offers regardless of being notified, and neither one of us has a store. Am I missing something?

I have a premium store. I can't do this either. Can only send offers when notified.

I believe buyers can opt out of receiving offers. 

Also, if they have already made or received an offer, they are not 'eligible' to receive another offer. 

Finally, could be a blocked buyer. 

There may be other reasons, but those are the ones that spring to mind.
