cant open unpaid item case

Usually, I am able to open unpaid item cases Wednesday morning for auctions that ended on Sunday.  The button is missing from the drop-down menu in Manage orders awaiting payment. Is this an error on eBay's website, or has some policy changed?

I do not use the unpaid item assistant, I always open them manually after 48 hours of the end of the auction.

New program in place, you can cancel the transaction on day 5 if they haven't paid. Buyer will still get a Strike.
