Payment error Won’t accept pay pal

I created a new listing and when I went to list it ebay says please add payment option, I added pay pal email address and when I hit list it still flags the listing as incorrect missing payment information.  I am experiencing this through the eBay app on iPhone.

I just had an issue with someone trying to purchase an item and Ebay refunded them as soon as they made a paypal payment.  The purchaser tried to pay again, the payment went through, and then another refund was issued that I did not initiate.  I called Paypal and they said that Ebay initiated both refunds.  What is going on?
