Cannot leave feedback for seller get error messages

Bought an item in February.. came yesterday...   but cannot leave feedback for seller when I go in Purchases and click on leave feedback I get this:

Unfortunately, this purchase is no longer eligible for feedback. Review other transactions instead

Also, if i click on item I bought it says:

We looked everywhere.
Looks like this page is missing. If you still need help, visit our help pages.

Is this just a glitch?      I have also contacted the seller .. I've had no trouble leaving feed backs for others

that I bought items from.. just wondering if it is a glitch ?

If the listing (or the seller) was removed by eBay, you will not be able to leave feedback.

 Does not seem removed as he  or she is still selling items..... last feed back seems 1 year ago... but nothing to say unregistered...

There used to be a rule of sorts where a buyer could not leave FB for TRS sellers until 7 days had elapsed.

The seller may not have been removed but the listing may have.
