SHIPPING out of the country

Hi if you offer free shipping  and you are shipping something out of the country do you have to pay the total amount of shipping to the country  it is going to or do you just pay the shipping to Kentucky.

If it's going to ebay's GSP program you only pay for shipping to the center in Kentucky.

I would think you would want to make that very clear to buyers.  free means free to me not free to kentucky
