Appear to be sherbet cups of some sort. Are the roses painted, etched in, or an applied decal?

how many fluid oz do they hold.  could be cocktail glasses.

They are decals.

I think they are liquor cocktail glasses by Libbey Glass Company but I haven't been able to find the pattern

It does look like Libbey Golden Rose on replacements, but in red.

I think most important is the stem .... Stem 3004 by Libbey.

There are several patterns on this stem.
