Please help ID small pottery polychrome Dragon bowl

I have a small polychrome pottery that is about 2 3/8 inches in diameter and about 1 1/2 inches tall (possibly an old salt).  This is decorated with what looks like dragons. It is marked with what looks like the letter 'L' inside the letter 'D'. I'm guessing antique Delft or pottery from Holland, Chinese or Italian based on what I've seen.  Please help or at least give me your thoughts.

It looks Italian to me, maybe a votive holder.
