Hi, my first thought was Candlewick. The handle looks like it.

Yes, the handles look like candlewick, but the rest of the candlewick pieces are smooth. At least those I've seen.

 

I also rejected Thousand Eye and Hobnail.

OK, I just leafed through about 1000 pages of collector books and came up with a couple more nots. 

 

It's not American Pioneer nor Bubble.

Can you get a good picture of the tray? Not sure if that will help narrow down a manufacturer.
