Can someone please tell me the maker, and age of this spooner please? If I remember the pattern is Wreath and Shell?

Yes. It is Wreath and Shell. Made by Model Flint Glass in 1900.

Model Flint called it line #905. Two akas are used by some collectors/dealers Manila and Wreath and Shield. I hear/see Manila the more often.
