I think this is a very old Font Base for a lamp but I could be wrong, there is a number on the bottom that looks like 30 or 80....your thoughts please

The number looks like 20, whatever that might mean.

It looks like the golden brown outlines are not hand done and then the color was loosely painted to fill in the flowers. Mount Washington or Pairpoint would, I think, all be hand painted and more detailed.
