Colored glass bowl and plate sets maker id.

Does anyone know who made these sets? The pattern is different and they are not exactly perfect..They are out of round a little and they are not very big. Are they art glass? Or just dishes?

sorry, I can't ID but they are not art glass.  Art glass is for art and decoration only, no function.

That depends. Anymore, people don't buy tableware that they can't run through a dishwasher. There might be a buyer here and there who just wants them for decoration.
