Can you help ID 28" tall floor vase pattern and maker ?

28" floor vase in peacock blue is that the right name for color ?  and with what looks like a diamond point bottom with ribs bottom with

I haven't had any answers maybe I didn't describe it right. 28" tall with what looks like diamond point bottom with ribs going up from the design at the bottom. 12 fingers.  I have seen plenty floor vases but they don't have the same pattern as mine. thanks for any information.
