Yes, it’s Russian. I can figure out price - 2 roubles (ц 2-00 р), below letters probably abbreviation for company ТГАХ. It’s probably made before 1990, because it has stamped price. The pricing was standard in USSR, prices never changed, so every item had price stamped on it. So if you see Russian made item that sports mark 14k, it’s not 14 karat gold, is price a of 14 kopeck 🙂 Looks to me like some Armenian, Georgian, Ukrainian may be?
