I have tried different cards, calling the issuing bank, calling eBay etc. 

Sometimes the charge is attempted and approved by the issuing bank, then a refund is issued immediately after. 

Sometimes eBay never even attempts to charge the card.  PayPal, Apple Pay, Google Pay, make zero different. 

I need to purchase high volume -- I am using the same billing and shipping address and my account is 10 years old. 

Does anyone have any advice?

If you're being refunded it sounds like the seller cancelled the transaction.
