Payment not being taken, Says ebay or paypal are unable to process the payment

I have tried 3 different forms of payment to make a purchase, how ever Ebay/Paypal are "unable  to process the payment. Please check you payment details." 

I have, and I have even called my the card issuers no problem on their end.
They don't even see ebay/paypal trying to withdraw the money. 

If your payment processing is down, at least state that and either give and eta of it being back up, or offer to send an email/text when it does. But some how looking at these threads , I get the feeling that ebay/paypal have grown past being nice to the customers/sellers.
