Sorry but there is nothing the people on the chat boards can do for you except make suggestions, we are not eBay employees and don't use Payoneer for receiving funds in the US. You will need to do as kensgiftshop suggested and contact Payoneer. 

You should have received message(s) from Payoneer as to why it is being blocked. Good chance there is a link in the message to contact them. 

Looking at your feedback, I see a lot of red negative's, didn't take time to read them, but those more than likely are the reasons for funds being held.
