Managed payments charge an additional 1.65% international fee on total with taxes?

I had to switch to managed payments on 11/26. I just sold an item for:

$399.99 total was $408.84 with taxes.

Originally I would of been charged 39.99 + Paypal's 2.9%.

Now with Managed payments Ebay is charging 12.35% + 1.65% additional fee because its going to Mexico.

I am not sure if this additional fee varies by country, but just a heads up. More hidden fees.

Also when you switch as in my last post they will then debit your checking account for the last invoice you had even if your automatic payment is credit card..

the foreign fees for a payment from mexico used to be 1.5% with paypal.

the foreign fees in MP were raised 10 % higher than they were in paypal.

the total with MP is now 1.65%............it has increased
